There can be no question that it IS ALWAYS GOD'S WILL that you be healed,
there may be doubt and unbelief, but never a question of it from a scriptural
standpoint. That is the unvarnished truth. Saying so will not always make you
popular with religious folks, (or with people who don't yet undestand that we can't
define the truth by our own experiance), but I'd rather please God than men.
And in the end the painful truth is always better than blissful ignorance.
This is why proverbs says that a rebuke is like a kiss on the lips to an upright
and wise man. Ingorance of God, His nature, and His character are very, very,
costly in human lives, suffering, and often the cause eternal consequences.
An honest study of God's Word will lead you to only one conclusion, we have been
missing God and blaming Him for OUR ignorance, unbelief and or dissobedience.
Divine healing and divine health are His perfect will for us.
We will start by reading scriptures from several portions of God's Word:

PSALM 103:3
Who forgiveth all thine iniquities and healeth all thy diseases.

ISAIAH 53:4+5
Surely he hath borne our griefs [infirmities], and carried our
sorrows [sicknesses]: yet we did esteem him stricken, smitten of
God and afflicted. But he was wounded for our transgressions, he
was bruised for our iniquities: the chastizement of our peace was
upon him; and WITH HIS STRIPES WE ARE HEALED.

MATTHEW 8:16+
When the even was come, they brought unto him many that were
possessed with devils and he cast out the spirits with his word
and healed ALL that were sick: that it might be fulfilled which
was spoken by Isaiah the prophet, saying, "Himself took up our
infirmities, and bare our sicknesses".

MAT 4:23+24
And Jesus went about all Galilee, teaching in their synagogues,
and preaching the gospel of the kingdom, and healing all manner
of sickness and all manner of disease among the people. And his
fame went throughout all Syria: and they brought unto him all sick
people that were taken with divers diseases and torments, and
those which were possessed with devils, and those which were
lunatick, and those that had the palsy; and he healed them.

MAT 10:7+8
And as ye go, preach, saying, The kingdom of heaven is at hand.
Heal the sick, cleanse the lepers, raise the dead, cast out devils:
freely ye have received, freely give.

MAT 12:13-15
Then saith he to the man, Stretch forth thine hand. And he
stretched it forth; and it was restored whole, like as the other.
Then the Pharisees went out, and held a council against him, how
they might destroy him. But when Jesus knew it, he withdrew
himself from thence: and great multitudes followed him, and he
healed them all;

LUKE 4:40
Now when the sun was setting, all they that had any sick with
divers diseases brought them unto him; and he laid his hands on
every one of them, and healed them.

LUKE 5:12+13
And it came to pass, when he was in a certain city, behold a man
full of leprosy: who seeing Jesus fell on his face, and besought
him, saying, Lord, if thou wilt, thou canst make me clean. And he
put forth his hand, and touched him, saying, I will: be thou
clean. And immediately the leprosy departed from him.

LUKE 6:17-19
And he came down with them, and stood in the plain, and the
company of his disciples, and a great multitude of people out of
all Judaea and Jerusalem, and from the sea coast of Tyre and
Sidon, which came to hear him, and to be healed of their diseases;
And they that were vexed with unclean spirits: and they were healed.
And the whole multitude sought to touch him: for there went virtue
out of him, and healed them all.

LUKE 13:11+
And behold, there was a woman which had a spirit of infirmity 18
years, and was bowed together and could in no wise lift up
herself. And when Jesus saw her he called her to him, and said
unto her, woman thou art loosed from thine infirmity. And he laid
his hands on her: and immediatly she was made straight and
glorified God.
[Whereupon the Synagogue ruler complained that he had healed her
on the sabbath day and told them to come another day to be healed]
[Jesus responded:] And ought not this woman, being a daughter of
Abraham, whom Satan hath bound, lo, these 18 years be loosed from
this bond on the sabbath day?

ACTS 10:38
How God annointed Jesus of Nazareth with the Holy Ghost and power,
who went about doing good and healing ALL who were oppressed of
the devil; for God was with him.

JAMES 5:14-16
Is any sick among you? let him call for the elders of the church;
and let them pray over him, anointing him with oil in the name of
the Lord: And the prayer of faith shall save the sick, and the
Lord shall raise him up; and if he have committed sins, they shall
be forgiven him. Confess your faults one to another, and pray one
for another, that ye may be healed. The effectual fervent prayer
of a righteous man availeth much.

1 PETER 2:24
Who his own self bare our sins in his own body on the tree, that
we, being dead to sins, should live unto righteousness: by whose
stripes ye were healed.

REV 22:1+2
And he shewed me a pure river of water of life, clear as crystal,
proceeding out of the throne of God and of the Lamb. In the midst
of the street of it, and on either side of the river, was there
the tree of life, which bare twelve manner of fruits, and yielded
her fruit every month: and the leaves of the tree were for the
healing of the nations.

It should be clear from the many "witnesses" you have just read that no
matter which dispensation God has always been in the Healing Ministry.
It often offends people to tell them that their problem is a lack of faith, but that is
the first place I look in my life when I am not seeing the manifestation of
God's promises. The second place I look is forgiveness, am I out of love and
into unforgiveness. Thirdly I would look to see if I am asking with the wrong
motives. Another place I look is to see am I seeking the correct answer by
standing on the promise that deals with that need. In the case of healing and
Health there is no chance of seeking an incorrect answer if you seek total
health. In praying for other's healing there is a similar "check list" to be
considered if you aren't seeing a manifestation, this time to be applied to the
one(s) doing the praying. Are you praying in faith, are you anointed, are you
in the Spirit or just in the flesh. You can pray in faith without the anointing
and see results, but its a whole lot more effective if you are anointed and also
praying in faith. Jesus was anointed, the power of God was resting on him.
His disciples lacked faith and also lacked spirituality, they were in the flesh,
that is why he told them that they could only cast out certain demons by prayer
and fasting. The same is often true of his disciples today, we fail to spend
time in prayer, time with God, time in His Word. Then we go out to minister out
of an empty vessal. We need to saturate our hearts and minds with the Word, and
develop a deeper constant prayer life putting down the flesh, then we will see
more of the wonders of God accomplished in our midst.
